In December 2007, the Info-communications Development Authority (IDA) of Singapore launched the Request for Proposal for a Network Company for the Next Gen NBN, the wired fibre broadband network that will deliver ultra-high broadband symmetric speeds to all homes, offices and schools.

In September 2008, OpenNet, in which SingTel has an interest of 30 per cent, was selected to become the network company for the Next Gen NBN. SingTel undertook to the IDA to transfer certain infrastructure assets to a separate wholly-owned entity as part of the IDA's effective open access requirements. NetLink Trust was established to comply with this undertaking.

CityNet (in its capacity as Trustee Manager of NetLink Trust) will carry on NetLink Trust's business and hold the assets on trust for the benefit of the unitholders of NetLink Trust. NetLink Trust is registered as a business trust under the Business Trusts Act, Chapter 31A of Singapore.

CityNet is a wholly-owned subsidiary of CitySpring Infrastructure Trust, and is held by CitySpring Infrastructure Management Pte. Ltd., the trustee-manager of CitySpring Infrastructure Trust. CityNet will have a majority independent board of directors, and SingTel has the ability to appoint not more than 30% of the board.

About Mr Thomas Tsang
Prior to joining CityNet, Thomas was the General Manager of UMC ServiceMaster Singapore, a wholly-owned subsidiary of United Engineers and Mitsui & Co. UMC ServiceMaster is a facility support management company that specializes in providing support management services for healthcare establishments like hospitals and medical centres.

Thomas served a total of 13 years in the company and was responsible for the daily running of the company managing a staff strength of more than 1,000. He was also a member of the regional strategic team working under the Regional COO in developing the healthcare market by expanding its unique service offerings in Malaysia, Taiwan and Hong Kong.

He was also previously a General Manager working for Transnational Group of Companies managing its cheque-clearing logistics support business in
Hong Kong and was also responsible in expanding and setting up operations in Kuala Lumpur, Malaysia. Prior to this, he was a senior manager in training and business consulting for Service Quality (SQ) Centre, previously owned by SPRING Singapore. Thomas read mathematics and graduated from the University of Alberta, Edmonton. As a member of CityNet, Thomas is responsible for the daily running and management of the company, and works with a highly specialized group of telecom infrastructure engineers.
